The purpose of the this study is to determine what theological, philosophical, strategic, or practical issues help to determine if a church will or will not engage in church planting. The study also sought to determine issues perceived as practical deterrents to church planting by churches not attempting to plant a church and compared that with the experience of churches attempting to plant a church.
